The short answer
Oqood (عقود) means contracts in Arabic. In Dubai property, it refers to the system used for provisional registration of off-plan transactions. An Oqood certificate is evidence of that registration. Your signed sale and purchase agreement is a separate document.
What does Oqood actually record?
Dubai has an Interim Property Register for off-plan transactions. The legal framework in Law 13 of 2008 requires relevant dispositions to be entered in that register. The practical initial-sale route is administered through DLD’s Oqood system.
For a buyer, the useful question is whether the transaction for the correct unit and parties has been registered. A booking form, deposit receipt or promise to register does not answer that question by itself.
Oqood, SPA, DLD and RERA: which is which?

A developer may describe provisional paperwork as an initial contract of sale or pre-title document. Read the issuer, document heading and registration references before treating two differently named files as equivalent.
Does Oqood protect my ownership rights?
Registration matters legally. But a certificate copy is not a guarantee of project completion, investment return or a dispute-free purchase. Nor does it tell you that every later transaction requirement has been satisfied.
A useful review has separate questions: do the documents agree; what does the current official record show; and what does your planned action require? A document comparison only answers the first of those unless further evidence is obtained.
Who registers it, and what should I receive?
DLD describes initial-sale registration as a developer service, with an electronic provisional registration certificate as its output. Ask for the issued file and keep the email that supplied it. If the file is not ready, ask for the application reference and status.

Is Oqood the same as Ejari?
No. Oqood concerns provisional property registration; Ejari concerns tenancy registration. A purchase document does not by itself establish that a property is approved for rental.
Is Oqood only for non-residents?
No. The initial-sale service includes document requirements for resident and non-resident individuals. Your residency affects the identification needed, not the meaning of the registration.
