The short answer
A property entered in Dubai’s Interim Property Register can be the subject of a resale under the legal framework. An Oqood copy alone does not make a transfer ready to proceed. Confirm the developer’s requirements, your payment position, any finance and the applicable registration route for the unit.
What needs to be established first?

Must I pay 30%, 40% or another amount before selling?
Do not treat a percentage quoted for one development as a Dubai-wide rule. Ask the developer for the condition that applies to your SPA and unit, how paid amounts are calculated, and the written basis for the requirement.
Request the answer before accepting an offer dependent on a quick transfer. A resale eligibility threshold is not the same question as when the original purchase should have been registered.
What is the NOC for?
A no-objection certificate or developer approval can form part of the applicable transfer requirements. Establish who issues it, what must be cleared first, the fee, its validity and whether the transaction must finish within that period.
Do not assume a generic letter covers a different purchaser, unit or transaction. If a requirement is disputed, obtain qualified advice rather than asking the buyer to rely on an informal assurance.
How do I work out what I receive?
Start with the agreed resale price. Deduct the amount still owed to the developer, any bank settlement and the costs allocated to you. Keep amounts paid directly to other parties distinct from money reaching you.

A sequence for preparing the transaction
- Obtain current registration, payment and finance information.
- Confirm developer eligibility, approval requirements and the registration channel.
- Agree the commercial terms and cost allocation in properly reviewed documents.
- Align approvals, funds and attendance or representation before fixing completion.
- Obtain the official transfer output and final settlement records.
The order can depend on the actual file. A representative may need an appropriately scoped power of attorney; overseas ownership alone does not establish what authority will be accepted.
Questions people ask
Can I sell before the title deed is issued?
Potentially, through the applicable provisional transfer route. Confirm that the transaction is registered and that the requirements for your unit and parties can be met.
Does a buyer simply take over all my remaining instalments?
Only rely on obligations that are properly agreed and accepted through the required process. Ask who remains liable before and after the transfer.
Can I sell with only a booking form?
A booking document alone is not evidence that the transaction is registered or transferable. Establish the actual registration and contractual position first.
