Can you register Ejari using Oqood?

A purchase-registration document and permission to register a tenancy answer different questions.

The short answer

Oqood is not itself an Ejari certificate. DLD says the property must be registered and approved for rent before an Ejari or management contract can be initiated. If the property has handed over but the final title deed is pending, ask DLD or the authorised rental channel which ownership evidence and approval are required for that exact unit.

Having one item does not automatically establish that all the others are complete. A payment receipt or key collection also does not answer whether the rental system can accept a tenancy for the unit.

What do the official FAQs establish?

DLD’s rental FAQs say the property must first be registered and approved by rental auditors. They also explain that where a management contract is involved, its approval precedes the Ejari contract.

The official material reviewed here does not establish a universal rule that any Oqood PDF is accepted in place of the final title deed for every tenancy. It also does not justify telling every handed-over owner that there can never be a relevant interim route. Get the property-specific answer before committing to a tenant’s start date.

What should an owner ask after handover?

  • Has the unit been approved for rental in the relevant system?
  • Has a final title deed already been issued, or what completion step remains?
  • Which ownership or property-status document is accepted in this case?
  • Is the owner profile correctly linked to the unit?
  • Is a management agreement or representative authority required?
  • Are there earlier tenancy records that need resolving?

If the property is not yet complete or fit for handover, do not infer permission to occupy or rent from the existence of Oqood. Ask about the actual completion and rental approvals.

Build a file for a precise answer

Have the Oqood, SPA, handover correspondence, any title-deed application reference and proposed tenancy details available. Provide identity or authority documents through the relevant channel when requested.

If an agent or property manager says the application is blocked, ask for the exact returned requirement and reference. That is more actionable than a general statement that “Oqood does not work”.

Questions people ask

Can a tenant use the landlord’s Oqood instead of an Ejari certificate?

Oqood is not tenancy registration. The tenancy needs the applicable Ejari process and accepted documentation.

Does collecting the keys mean I can promise immediate Ejari?

No. Confirm the unit’s rental approval and the required records before giving that assurance.

Can I fix the problem by renaming the PDF “title deed”?

No. A filename cannot alter a document’s legal or registration status. Use the actual document and ask for the accepted route.
